Marinate Beef: In a bowl, toss sliced beef with 1 tbsp soy sauce, ½ tbsp cornstarch, and 1 tbsp oil. Let rest 15–20 minutes.
Make Sauce: Mix soy sauce, oyster sauce, hoisin sauce, beef broth, brown sugar, black pepper, and remaining cornstarch in a bowl. Set aside.
Cook Beef: Heat oil in a wok or large skillet over high heat. Stir-fry beef in batches until browned, about 2–3 minutes. Remove and set aside.
Cook Veggies: In the same pan, sauté onion, garlic, and bell peppers until just tender-crisp.
Combine: Return beef to the skillet, pour in the sauce, and stir until everything is coated and the sauce thickens (2–3 minutes).
Serve: Best over steamed rice or noodles for a hearty meal.
